what do you think is the maximum number of menu tabs that i can put across the top of my website – i would really like to have 13 – is that to many?

Yup, you can easily modify it to add multi level menus. Look for any multi level menu tutorial out there. Basically, the li element will have a ul element along with the hyperlink. The ul element will act as the sub menu (drop down menu)
